For dark skin type, IPL device cannot differentiate between skin and hair and can sometime target skin. That is why IPL is not recommended for darkest skin type.

IPL treatment relies on the melanin in the hair absorbing the light energy. Treatment is most effective on dark hair. It is not effective on very light, red, or grey colored hair.
